The SME sector forms central nerve of the economy of the Emirate of Dubai due to its flexibility, diversity and sustainability in businesses. Hence, the Government of Dubai has launched various initiatives aimed at promoting entrepreneurship and SME development. This commitment to promote entrepreneurship and SMEs is supported and led by our socio-economic stability, openness and visionary leadership.
Dubai SME seeks to launch a series of initiatives and programmes that support the development of entrepreneurship as SMEs today represent 95% of all firms registered in Dubai, 42% of the labour force and 40% of the emirate’s GDP. Therefore, this sector has a critical role in achieving and fostering overall development across diverse economic sectors.

The Dubai Government sees the importance of small and medium enterprises (SMEs) in developing the economy. His Highness Sheikh Mohammed bin Rashid Al Maktoum has decreed the establishment of the “Mohammed Bin Rashid Establishment for Young Business Leaders” in 2002 to lead the march to support and develop entrepreneurs; and encourage the youth to innovate and to establish enterprises. From this supreme vision, the establishment has been able to support more than 13,000 young entrepreneurs to start their enterprises, facilitate their access to government procurement opportunities of more than one billion dirhams to date, in addition to its primary role in promoting the culture of entrepreneurship amongst citizens and to develop their leadership potential.
His Highness has taught us to overcome the impossible, and to face challenges to achieve the best, then we will be distinct and we will be globally recognized in various fields and domains. Today, we are keen to enhance our local entrepreneurial talents and support them to be successful businessmen & businesswomen, and ensure their businesses are globally competitive The SME sector constitutes 95% of the total companies operating in the Emirate of Dubai, and includes about 42% of the total workforce as well contributing 40% of gross domestic product of the Emirate’s economy which enhances the comprehensive development in various economic sectors.
To complete the march of success and the achievements which have contributed in enhancing the position of Dubai, we are working to develop strategies that will stimulate innovation and spread the business culture. We will support the owners of the creative ideas and turn their ideas into successful future enterprises. This will in turn contribute to the growth of our national economy, thereby achieving a competitive economy based on the knowledge according to UAE Vision 2021. Established in 2002, Dubai SME was created as an integrated division of the Department of Economic Development (DED). It was developed as a resource for support, information and outreach for the growing small and medium enterprise sector.
